Agreement for the improvement of the air quality in the Po valley

The 9th of June 2017, the 4 Italian Regions of AIR, Emilia Romagna, Lombardia, Piemonte and Veneto co-signed with the Minister of Environment an agreement for the improvement of the air quality in the Po valley. The agreement, signed right before the G7 Environment meeting in Bologna, will engage the above mentioned administrations to implement common measures in the fight against air pollution in different sectors like transport and mobility, heating, agriculture and energy production. Letters to Timmermans, Bieńkowska and Vella

On the 5th of June, AIR wrote to the First Vice-President Frans Timmermans, to Commissioner Elżbieta Bieńkowska and to Commissioner Karmenu Vella to invite EC to take action base on EMIS (European Parliament Committee of Inquiry on Emission Measurement in the Automotive Sector) specific conclusions. Inquiry report from EMIS

On Tuesday, 27th February , the EMIS committee of the European Parliament approved its “Report on the inquiry into emission measurements in the automotive sector”.

The AIR Group of regions congratulate the  EMIS committee for the important work carried out.

In 2011, the 13 regions comprising the AIR Group signed a Memorandum of Understanding where they underlined the importance of a source-based policy, the need of effective Euro standards and test cycles and a better integration between EU policies affecting air quality.

It is therefore a great pleasure to see these points underlined in the work of the EMIS committee. We shall continue following and support the EMIS committee’s work and look forward to see the recommendations.

A LIFE integrated project on Po valley

Last 1st of February, a large number of partners, including the 4 Italian Regions of AIR (Emilia-Romagna, Lombardia, Piemonte e Veneto) officially started the PREPAIR life integrated project aiming to implement actions in the territory of the Po Valley and Slovenia in order to improve air quality and comply with Dir. 2008/50/EC and the European strategy ‘Clean Air for Europe’. PREPAIR will also contribute to achieving compliance with the National Emission Ceilings Reduction Commitments.

EMIS continues its investigation on emissions in the automotive sector

The EMIS Committee was set by the European Parliament on 17 December 2015 in order to investigate possible contraventions and maladministration in relation to emission measurements in the automotive sector. So far, audit of experts, Commisioners, former Commissioners, MEPs and stakeholders have been carried out providing interesting debates on the issue.

The EMIS is excepted to conclude its mandate on 31 January 2017. After that date, a report on the emission measurements in the automotive sector will be made available to the public.

23 November 2016: Revision of the NEC Directive

 

On 23 November 2016 the European Parliament approved the informal deal struck with the Council last June. The agreement concerns the proposed Commission’s directive on the reduction of national emissions of major atmospheric pollutants by setting higher annual caps.

After the Parliament’s vote, the text has been submitted to the Council, where it is expected to be adopted in first reading.

Air quality legislation: MEPs strike deal with Council

Plans for more ambitious national caps on emissions of key pollutants by 2030, including NOx, particulates and sulphur dioxide, were informally agreed by MEPs and the Dutch presidency of the Council on Thursday.

In an annex, the proposal sets out the national emission reduction commitments for the main pollutants: sulphur dioxide (SO2), nitrogen oxides (NOx), non-methane volatile organic compounds (NMVOC), ammonia (NH3), and fine particulates (less than 2.5 micrometers in diameter). Annex II aims for emission reductions resulting in a 49.6% health improvement, a compromise between Parliament’s starting position of 52% and the Council’s 48%.

The agreement will be put to a vote in the Environment Committee on Tuesday 12 July.

Environment MEPs oppose relaxing diesel car emission test limits

EP ENVI Committee has voted against the relaxing of diesel car emission test limits. The draft decision to raise diesel car emission limits for nitrogen oxides (NOx) by up to 110%, along with the introduction of the long-awaited Real Driving Emissions (RDE) test procedure, would undermine the enforcement of existing EU standards, said Environment Committee MEPs. The motion for a resolution will be put to a vote by the full Parliament at the 18-21 January plenary session in Strasbourg.

Objection to Rule 106: Real Driving Emission test procedure

On 14 December, the ENVI Committee will vote on an objection to the RPS measure received from several MEPs. In the draft motion for a resolution, the objectors state that the draft Commission Regulation would result in a de facto blanket derogation from applicable emissions limit, which is not compatible with the aim and content of Regulation (EC) No 715/2007 and exceeds the implementing powers provided for in Regulation (EC) No 396/2005.
