The AIR group kindly invites you to the Open Days debate “Air policy review: an investment for life – regional approaches for sustainable development”
This event takes place on Wednesday, 9 October 2013 from 14:30 to 17:00 at the Delegation of the Catalan Government to the EU, Rue de la Loi 227 in Brussels. It is organised as an Open Days 2013 event and aims to promote the discussion about the forthcoming review of the Air Quality Thematic Strategy.
Participation is free but registration is required.
Context: EU air quality legislation leaves substantial discretion to Member States on how to achieve the detailed provisions, and the main responsibilities for implementation are often delegated to regional and/or local authorities. At the same time, many local and regional authorities lack the necessary legislative or financial means and/or experience in identifying and implementing the necessary cost-effective measures to execute those responsibilities. As a result, local/regional action may be insufficient or put in place too late. Trans-boundary emissions fall outside the competence area of local/regional authorities and also add to the complexity. The review of the air quality strategy and NEC-directive will be an excellent opportunity to debate on these challenges with regional authorities and the European Commission. The debate will be integrated and supported by the leaders of Appraisal Project, an FP7 project focused on the assessment of regional and local air quality policies.
